Opposition leader backs KHADC bill for non-tribal worker permits

Shillong: Opposition leader Titosstarwell Chyne is backing the Khasi Hills Autonomous District Amendment Bill of 2026. This legislation forces every non-tribal worker in the region to hold a mandatory service licence. Chyne maintains the Council has the legal right to regulate these laborers.

Cabinet Minister Sanbor Shullai disagrees. He recently urged Governor Chandrashekhar H. Vijayashankar to block the bill. Shullai claims the legislation violates the Constitution and lacks proper legal standing. He argues the Council is overstepping its power by targeting employees instead of just business owners.

Chyne dismissed these concerns. He argues the KHADC is fully empowered under the Sixth Schedule to issue these permits. He insists the bill is about basic oversight. "Trading licences regulate trade while the amendment bill covers employees and labour," Chyne said.

The former CEM noted that the Council previously managed labor clearances before the state government took over that duty. Chyne hopes the Governor ignores the cabinet minister and signs the bill into law.
