Imphal: The Kangleipak Students Association (KSA) has called for a rigorous investigation into the selection of a candidate under the Hearing Impaired category for the Manipur Civil Services (MCS) examination. The Manipur Public Service Commission (MPSC) declared the results on April 22, 2026, selecting Jerry Lalhratthang Buongpui of Churachandpur for an MCS Grade-II post.
The KSA contends that the selection violates the notification issued by the MPSC on December 7, 2022. That document explicitly states that reservation benefits under the disability category require a benchmark disability of at least 40 percent, as mandated by the Rights of Persons with Disabilities Act, 2016.
According to the association, the candidate previously failed to meet this threshold during multiple medical evaluations for the 2024 Union Public Service Commission examination. Assessments at Safdarjung Hospital, AIIMS, and the Appellate Disability Medical Board of Army Hospital in New Delhi consistently found the candidate fell short of the required percentage. The Delhi High Court disposed of a related legal challenge on April 6, 2026, after court-ordered medical examinations failed to establish the necessary disability level.
The KSA is now urging the Manipur government and the MPSC to conduct a transparent inquiry into why the candidate qualified for reservation benefits in the state exam. They have demanded a full verification of the candidate's disability certificate and a fresh medical assessment. The association maintains that an impartial probe is essential to protect the integrity of the recruitment process and address growing concerns among civil service aspirants.
