Shillong: The Khun Hynniewtrep National Awakening Movement has formally requested the Chief Engineer of the State Sports Council to provide daily-wage employees with the benefits guaranteed under the Meghalaya Regular Casual Workers Scheme of 1996. The organization submitted a representation this week, alleging that the council has failed to implement the government scheme as intended.
KHNAM working president Thomas Passah stated that the union received numerous complaints from staff members regarding the denial of statutory rights. According to Passah, the scheme outlines a clear path for workers who have served for at least a decade. "The Meghalaya Regular Casual Workers Scheme clearly provides a mechanism to confer regular casual worker status on eligible employees who have rendered continuous service for not less than ten years," Passah noted.
The organization highlighted that the scheme mandates specific entitlements, including leave benefits and a provision that half of the vacancies in Group D posts should be filled by eligible regular casual workers. Furthermore, staff members who transition into Group D roles are entitled to have half of their previous service time counted toward retirement benefits. The KHNAM also reported that the council is failing to pay wages aligned with current Labour Department notifications and is neglecting to provide Employees Provident Fund and Employees State Insurance Corporation coverage.
The KHNAM is now pushing for the State Sports Council to bring all eligible employees under these existing protections immediately. The organization has requested a swift review of these grievances to ensure the workers receive their fair compensation and legal benefits.
