Shillong: North Shillong MLA Adelbert Nongrum demanded a CBI probe into a midnight police operation in the Jaiaw locality. He submitted a formal memorandum to Deputy Chief Minister Prestone Tynsong on October 5. The request details allegations of excessive force and legal violations during the August 19 raid. Nongrum sent copies of his demand to the Chief Minister, Chief Secretary, DGP, and both state and national human rights commissions.
The police action followed a Khasi Students Union bike rally that left public property damaged. Police have arrested six union functionaries so far. Nongrum stated, "Heavily armed men entered our neighbourhood at midnight, completely masked, lacking visible nameplates, and refusing to produce any statutory search orders or legal notices." He claims officers fired tear-gas near a hospital and used profanities against local youths.
Nongrum based his report on field data from the Seng Samla Jaiaw Pyllun. He criticized the force for their absence during the daytime unrest while deploying heavily into residential zones at night. "A routine internal departmental inquiry or a standard police SIT is completely insufficient when the integrity of the law enforcement machinery itself is the subject of dispute," he said. He pledged to pursue higher legal channels if the government ignores his call for an independent investigation. The state has already assigned a five-member SIT to investigate the initial protest violence.
