Imphal: Manipur Deputy Chief Minister Nemcha Kipgen delivered livelihood aid to internally displaced persons and distributed government welfare benefits in Kangpokpi district on October 13. The event occurred at the Sadar Hills Autonomous District Council hall during the Seva Sankalp Abhiyan 2026. The program ran alongside the Viksit Bharat Sankalp Yatra.
Kipgen planted a sapling at Brig. Thomas Ground earlier that day. She worked alongside Kangpokpi Deputy Commissioner Hemant Kumar, Joint Secretary Joel G. Haokip, and SHADC CEO James Doujapao Haokip. Kipgen toured stalls displaying work from local Self-Help Groups.
She pushed for better coordination between government staff and local leaders to reach remote hill areas. "The initiative reflected Prime Minister Narendra Modi's vision of extending government services and welfare benefits to the last mile, particularly in areas where geographical challenges often hinder access to public services."
The state issued diverse support packages. Beneficiaries received Ayushman Bharat health cards and Tribal Affairs Department aid for poultry, piggery, and crop farming. Officials handed out five HP solar pumps under PM-KUSUM and three kW hybrid systems via the Manipur State Power Distribution Company Limited. The District Child Protection Unit provided Mission Vatsalya sponsorships. The Zonal Education Office gave out uniforms and books. Additionally, the District Social Welfare Office supplied hearing aids and wheelchairs.
The Lead District Manager confirmed financial sanctions for MUDRA loans and piggery schemes. Other items included agricultural knapsack sprayers and bank linkage support via the Manipur State Rural Livelihoods Mission. Kipgen urged village chiefs and civil society groups to identify every eligible family. These groups now serve as a vital link between the administration and the public.
