Kohima: Y Kikheto Sema, Principal Secretary and Development Commissioner of the Planning and Transformation Department, toured key sites in Mokokchung on October 5. He began with the 17.155-km stretch of the Dikhu Bridge-Amguri Road. The Ministry of DoNER sanctioned the Rs 59.77 crore project in August 2019. Contractor M/s TTC_ANK_JV finished the work on May 13, 2025.
Sema confirmed the road reached "100% physical and financial progress" and currently sits under a maintenance window extending to May 2029. While he praised the workmanship, Sema noted landslides at three specific locations. He ordered the contractor to clear the debris during the current working season and install retaining structures made of wire mesh and rock boulders to reinforce the road.
The commissioner also checked the progress of the Library-cum-Museum at Ungma. This North Eastern Council project cost Rs 4.21 crore and finished in November 2024. The state cleared all liabilities, though a GST reimbursement claim of Rs 12.55 lakh remains pending with the Finance Department. A proposal for an extra Rs 63.30 lakh to cover furnishings and displays is now with the NEC. Sema wants the interior design to feature "a strong traditional character" that highlights local heritage.
Sema urged the village council to manage the facility for students and expand their community outreach to struggling villages. Mokokchung serves as the pilot for a new state inspection initiative designed to monitor project quality across Nagaland. Sema noted the district remains the state leader in Sustainable Development Goals, holding the fourth position among 121 districts across the North Eastern region.

The Dikhu Bridge-Amguri road project falls under the North East Special Infrastructure Development Scheme. Officials clarified that the North Eastern Council sanctioned the Ungma library project back in April 2017. Financial records show the Council released 3.55 crore rupees for the build, while the state put up its 42.07 lakh rupee share to cover liabilities.
Deputy Development Commissioner Imlikokba accompanied Sema during the site visits. The Planning and Transformation Department confirmed they are now tasked with checking projects in every district across Nagaland. Mokokchung served as the launchpad for this statewide quality control push.
