Civil Rights Forum Raises Alarm Over Administrative Interference in Meghalaya

Shillong: The Meghalaya Civil Rights and Accountability Forum has voiced serious concerns regarding the administrative and financial conduct of the state government. In a recent communiqué, the forum alleged that an unelected individual, who holds no official government position, is wielding improper influence over departments and critical decision-making processes.

According to the forum, this alleged interference spans policy development, the awarding of government contracts, departmental revenue collection, and internal establishment affairs. The group warned that such actions threaten the rule of law and undermine institutional transparency and accountability within the state administration.

A primary focus of the forum's concern is the Integrated Excise Management System, a policy intended to improve transparency in liquor monitoring through QR code and hologram tracking. The state awarded the implementation contract to C-Tel Infosystem Private Limited, led by CEO Vikram Singhania.

The forum claims the system remains incomplete, noting that essential scanning infrastructure has yet to be installed at bonded warehouses and retail outlets. Despite this lack of functionality, the organization reports that revenue collections under the new system have been ongoing for several months.

These developments have prompted the forum to demand a formal inquiry into the legality of these collections and the overall oversight of the project. The group is calling for immediate examination by competent authorities to address potential financial irregularities and administrative lapses.
