Kohima: The Chümoukedima Electrical Division has officially scrapped the Single Point Metering system for all village councils. This follows the August 27, 2024, notification of the First Amendment Rules to the Nagaland Communitisation of Electricity Management framework. The old system is finished. It will now function only as a reference meter for energy audits and accounting.
All domestic and other consumers now move to individual smart meter billing. This shift aligns with the national mandate for total smart metering of distribution transformers and consumers under the Electricity Act, 2003 and Central Electricity Authority regulations. Installation is free under the Revamped Distribution Sector Scheme, or RDSS.
Executive Engineer Er Albert Ovung confirmed the change in an official statement. "It will no longer be the basis for consumer billing," he said. The Department of Power expects this move to fix billing accuracy, cut Aggregate Technical and Commercial losses, and boost revenue. These upgrades aim to provide higher quality power to the region.
The Electrical Division is asking Village Councils, Gaonburas, and Village Electricity Management Boards to help with the rollout. Officials warn the public to ignore incorrect information about the transition. The department claims the old system is legally and technically obsolete. Staff at local divisions and sub-divisions remain available to answer public questions. The department says it remains "committed to transparent, efficient, and consumer-friendly electricity services while fulfilling mandatory national and State directives on smart metering."
