Shillong: Meghalaya’s Governor spiked the Khasi Hills Autonomous District Council (Regulation and Administration of Land) (Amendment) Bill, 2026. The legislation returned to the Council this week with a list of formal observations. Deputy Chief Minister Prestone Tynsong confirmed the move on Thursday.
The VPP-led Executive Committee pushed this bill through during the recent Summer Session. It aimed to strike Section 16 from the current act. That specific rule forces the Council to consult traditional institutions before handing out land or setting ceilings. Dorbar Shnong, Dorbar Raid, and Dorbar Hima must sign off under existing law.
Traditional leaders fought the change. They claimed the VPP plan would strip them of their authority over local territory. Even members of the ruling NPP voiced concerns during the legislative process. Tynsong directed those hunting for the specific reasons behind the rejection to contact the Council leadership directly. "From the government side, from the Governor, we have already returned it with observations," Tynsong told reporters. The VPP must now address these concerns if they hope to move forward.
