Shillong: Cabinet Minister Sanbor Shullai met with Governor Chandrashekhar H Vijayashankar on Monday. He wants the Governor to kill the Khasi Hills Autonomous District (Trading by Non-Tribals) (Amendment) Bill, 2026. This legislation forces non-tribal workers to hold a service license. The senior BJP leader claims the KHADC has no legal right to pass such a rule.
Shullai insists the bill exceeds the Council’s powers under the Sixth Schedule of the Constitution. He argues the move is unconstitutional and creates major legal risks for the District Council. "If this legislation receives assent, it ironically exposes the overall sanctity and authority of the District Council to severe legal vulnerabilities, opening the doors for business institutions to challenge the Council’s executive powers in courts of law," Shullai stated.
The Minister points out that state law already controls labor monitoring. He claims the KHADC is overstepping by trying to regulate the relationship between employers and staff. According to Shullai, the bill lacks proper stakeholder input and serves only to gain political leverage. He warns that the mandate discriminates against permanent residents and clashes with established state laws.
