Guwahati: Authorities in Assam have stripped two local officials of their positions following investigations into eligibility violations. In Nagaon, district officials disqualified Azizur Rahman, a ward member for Maheripar Gaon Panchayat, for fathering a child while he was still a minor. An official inquiry confirmed Rahman, born January 31, 1999, had his first child on August 7, 2016. He was 17 at the time.
Nagaon District Commissioner Debashish Sharma ordered the removal after the Assistant Commissioner, the Zilla Parishad CEO, and the Block Development Officer verified allegations that Rahman provided forged documents during the election. His seat in Ward No. 4 of the Bagriguri Development Block is now vacant.
In a separate action, Dhubri district officials removed Abdur Rahman from his post as Ward Member of Ward No. 5 at the 73-Motirchar Gaon Panchayat. Local resident Atiur Rahman filed the initial complaint. An investigation led by Assistant Commissioner T. Chetia determined that the official violated the state two-child policy. Records show his third child, Suhan Ahmed, was born on June 4, 2025.
This disqualification falls under Section 111(2)(a) of the Assam Panchayat Act, 1994, and Rule 62(1)(f) of the 1995 rules. Both mandate removal for representatives who have more than two living children. The district order was clear: "The elected Ward Member from Ward No. 5 of 73-Motirchar Gaon Panchayat is hereby disqualified and removed from the post with immediate effect. The seat shall be treated as vacant henceforth."
The Dhubri administration notified the Panchayat and Rural Development Department and the State Election Commission to begin the process of filling the vacancy. These actions signal a strict enforcement of rural governance eligibility rules across Assam.
