Kohima: Nagaland finally replaced its aging 2000 industrial policy. The Nagaland Trade, Investment and Industrial Policy, known as NTIIP 2025, arrived after a 24-year wait. The state notified the plan on May 8, 2025. It followed a February 2025 cabinet decision. The move aims to boost jobs, trade, and local businesses.
Silence followed the official green light. The Department of Industries and Commerce mentioned the policy only briefly in its 2025-26 report. The government published the notification in the Nagaland Gazette on June 13, 2025, but kept the full text hidden. Officials finally uploaded the actual policy document to the department website on August 14, 2026.
Public outreach was nearly non-existent. Chief Minister Neiphiu Rio gave one vague mention during Statehood Day celebrations in December 2025. He stated the policy aimed to "strengthen the industrial ecosystem, encourage entrepreneurship, generate employment and boost the economy." Neither the Governor nor the Chief Minister spoke of it during the last budget session.
External groups like the India Brand Equity Foundation and TeamLease RegTech noted the policy earlier, but they lacked access to the full operational framework. The detailed document now online covers eligibility, registration, and verification requirements. It lists 18 incentive heads including tax reimbursements, capital support, and skilling aid. The Department of Industries and Commerce has yet to answer queries regarding how investors were supposed to use these procedures before the document was accessible.
