Meghalaya Opens Phase Two of Shillong Technology Park

Shillong: Meghalaya Chief Minister Conrad K. Sangma opened the second phase of the Shillong Technology Park in Umsawli on September 23. The project cost Rs 121 crore and adds 1.8 lakh square feet of tech space. Most of the facility was already booked before the opening, proving firms want high-end space in the city. The facility hosts both local outfits and multinational companies.

Sangma addressed the crowd during the event. "This is real. The signing of the agreement is real. The jobs we are creating are real. We don't want big stories and big MoUs. We will do a few things but do them well," he said. He described the completion as a dream come true, originating from a vision first pitched back in 2008.

The state government wants this park to move beyond basic IT work to become a broader innovation hub. Sangma claims the state economy has doubled since 2018 and expects another double by 2032. To hit that mark, the administration is pushing forward with a new Secretariat, administrative city projects, road links to Guwahati, and runway expansions at Shillong Airport.

Officials are betting on a young workforce, as half of the state population is under 20. The government is funding skill programs through the Meghalaya State Skill Development Mission and a new engineering college. Sangma wants industry leaders to help design training courses to match market needs. Attendees at the ceremony included BJP minister Sanbor Shullai, Chief Secretary Dr. Shakil Ahammed, and IT Department officials.

The park is anchoring its expansion with major new tenants. Alorica, a U.S.-based multinational, has signed on for two floors, marking the largest single commitment to the new space. Other occupants include StaffFlex LLP, a local firm handling business process management for U.K. clients, and Shamrock AI, which is scaling up its existing operations from the first phase. The facility will also house an Artificial Intelligence Centre of Excellence, backed by the Union government's IndiaAI Mission.

Sangma is pushing a vision to turn the city into a tech hub for Northeast India, the BIMSTEC region, and Southeast Asia. He pointed to his 2018-19 visit to Berkeley as a benchmark, aiming to build a destination where global innovation leaders congregate. To support this, the government is looking at a new skill university to open in the next two years, while positioning state-run infrastructure as a primary testbed for new technology that could eventually be sold to other states.

The construction project was completed by Badri Rai and Company, which met the project deadline ahead of schedule.

Building the park is just one piece of a bigger puzzle. The state is pouring Rs 24,000 crore into connectivity to slash the Shillong-Guwahati commute to under 90 minutes. A separate Rs 10,000 crore is earmarked for the Guwahati Express Highway. Officials expect the new Secretariat in the administrative city to be ready for occupancy by August 2027. Meanwhile, work on extending the Shillong Airport runway is underway, with the goal of accommodating large commercial flights by September or October 2027, putting the terminal within 20 minutes of the tech park.

The hospitality sector is also seeing a shift. The state is expecting 10 five-star hotels to come online, a sharp turn from the zero-count in 2018. This includes a luxury property planned specifically for the area next to the tech park. The government also plans to use its own administrative operations as a testbed for new software, hoping to package and sell those successful digital solutions to other states.
