Imphal: Manipur officials are fighting illegal child adoptions. They want families to use the proper legal system. Director of Social Welfare Abdul Hakim spoke at a one-day awareness session at Hotel Imphal. The Central Adoption Resource Authority and the Social Welfare Department hosted the event. Attendees included police, Anganwadi workers, and ASHA staff.
The state government set up State Adoption Resource Agencies in every district. These offices help families finish the required paperwork. Manipur currently operates 91 Child Care Institutions with designated cradle points. Officials installed these spots at district hospitals, the Regional Institute of Medical Sciences, and the Jawaharlal Nehru Institute of Medical Sciences. These locations allow people to surrender children safely.
Hakim confirmed 10 children moved through legal adoption channels this year. People still try to bypass the law. Training for frontline workers aims to fix this ignorance. "Children are the future pillars of the country," Hakim said. He insisted that every child deserves protection from exploitation and a dignified life.
CARA senior professional Upasana Chakma clarified the rules. CARA acts as a statutory body under the Ministry of Women and Child Development. It follows Section 68 of the Juvenile Justice Act of 2015. The Adoption Regulations of 2022 and the Model Rules of 2022 dictate how to handle orphaned, abandoned, or surrendered children. These rules also govern stepchild and relative adoptions. Chakma urged parents to follow these laws to protect children.
