Kohima: Kuda Village Council is cracking down on land fraud. On October 14, 2026, the council notified the Dimapur District Deputy Commissioner of new mandatory rules for property transfers and mortgages. Kuda Village, originally founded as Nagarjan in 1941, now operates under strict guidelines to curb unauthorized deals. The council is flexing its legal muscle.
It invoked Section 15(g) of the Nagaland Village And Tribal Councils Act, 1978. This law lets the council greenlight property transfers and keep official records. The village bases these rules on historical protections, including the 1873 Bengal Eastern Frontier Regulation and the 16-Point Agreement. Dimapur remains a tribal belt under 1979 government notification No. LR/2-118/76. Only indigenous inhabitants can own land here.
Scammers are selling the same plots to multiple buyers. To stop this, the council demands owners register all mortgages or charges on their land. The KVC stated, "The council announced that it will not impose any fees for obtaining written consent or for registering property charges." Owners ignore this registration process at their own peril. Any deal made without council approval carries no official weight.
