Imphal: The National Mission on Libraries (NML) is scrutinizing a Rs 2,18,86,958 grant issued to the State Central Library in Imphal. Sanctioned in February 2023, the funds were meant to build an NML Model Library. Officials expected upgrades to infrastructure, technology, and facilities for specially-abled citizens.
The cash vanished. Documents show irregularities in how the money was spent. Former Chief Librarian Dr. RK Urmila Devi issued a utilisation certificate on July 18, 2025, claiming Rs 42.25 lakh had been spent. The filing accounted for Rs 21 lakh in infrastructure costs and Rs 22.75 lakh for technology. However, the NML rejected the certificate. A physical inspection team confirmed the work did not match the records. The library failed to build facilities for the specially-abled, and the reading resource fund remained untouched.
Financial records reveal suspicious transactions totaling Rs 1,96,98,262 between October 16, 2023, and September 7, 2025. Library users still face frequent power outages despite a Rs 7,82,744 expenditure for a generator. Students also report a lack of computing equipment, even though records list Rs 42.72 lakh spent on electronic accessories. The library remains in poor condition.
The government must now reconcile the books and find the missing assets. The situation demands a full audit of procurement records and payment history. According to the investigation, the issue is clear: "If the sanctioned activities were not implemented despite the release of funds, who will be held accountable?"
The NML ordered the current leadership to finish the pending projects. Officials must determine if the money was diverted or wasted. Those responsible could face mandatory refund demands if the funds do not align with the original purpose.
