Gangtok: Sikkim opens its Budget Session on Monday, July 20. The Governor delivers the opening address followed by a Motion of Thanks. The Chief Minister, doubling as Finance Minister, presents the General Budget for 2026-27. He will deliver the Annual Financial Statement, Explanatory Memorandum, and all official Estimates of Receipts and Demands for Grants.
Proceedings heat up Tuesday. Members discuss the Motion of Thanks before the Chief Minister replies. The House then transitions into the first stage of budget debate. Lawmakers shift to specific departmental spending on Wednesday. They will review Public Health Engineering, Water Resources, Ecclesiastical, Rural Development, Panchayati Raj, Cooperation, Social Welfare, Women and Child Development, Senior Citizen and Divyanjan Welfare, and Printing and Stationery. The debate expands to cover Buildings and Housing, Labour, Urban Development, Food and Civil Supplies, Health and Family Welfare, Ayush, Culture, Agriculture, Horticulture, Animal Husbandry, Fisheries, and Forest and Environment.
Thursday brings the final stretch. The assembly starts early at 10 am. It covers Roads and Bridges, Education, Sports, Youth Affairs, Law, Parliamentary Affairs, Tourism, Commerce, and Industries. The Chief Minister also faces reviews for his own portfolios: Home, Finance, Planning, Power, Excise, Land Revenue, Transport, and IT. The House votes on the final budget stage and aims to pass the Sikkim Appropriation Bill, 2026.
The session also incorporates reports from the Comptroller and Auditor General. Speaker and member remarks close the event. As the session wraps, the House prepares for adjournment sine die. Officials stated, "The session will conclude with valedictory remarks, including votes of thanks by members, the Chief Minister and the Speaker, before the House is adjourned sine die."
