Aizawl: Mizoram is racing to become the first state in India to wrap up Census 2027. Chief Secretary Khilli Ram Meena set the target during a state-level conference in Aizawl. He demanded total accuracy. Data drives the national goal of Viksit Bharat 2047.

The second phase covers significant ground. Enumerators will include all 16 Scheduled Castes along with refugees currently living within state borders. Officials provided a firm warning regarding status. They stated that "enumerating refugees does not give them Indian citizenship."

Compliance rules remain flexible for the public. Residents cannot be forced to share their Aadhaar numbers if they choose not to. Furthermore, anyone missed during the Special Intensive Revision of electoral rolls stays on the list for this census count. Every enumerator faces a heavy workload. They must track roughly 800 people each.

Deputy Director of Census Operations Jamil R Swer outlined the training protocols for staff. This includes master trainers, field trainers, and supervisors. The state expects all training sessions to finish by November. The Centre already sent Rs 19.19 crore to fund the second phase operations. The government wants this finished on schedule.
