Shillong: Titosstarwell Chyne wants the Khasi Hills Autonomous District Council to kill its land ceiling notification. The Leader of the Opposition argues the council botched the process by pushing the notification before debating the 2026 Amendment Bill. He called out the Executive Committee for skipping steps.
"A proper process should have been followed. Surprisingly, the Executive Committee issued the notification first and only later brought the amendment Bill. This decision suffers from serious flaws," Chyne said. He takes major issue with changes to Section 16. The amendment cuts the requirement to consult traditional bodies like the Dorbar Shnong before fixing land limits.
Chyne insists traditional authorities hold the right to weigh in on community land. The Synjuk Ki Nongsynshar Shnong ka Bri Hynñiewtrep and the Synjuk Ki Rangbah Kur agree. Both groups demand the council recall the bill entirely.
The council is now playing defense. Powell Sohkhlet, the Executive Member for Land, claims people misunderstood the move. He says the council held talks with various Raids and Himas since 2021. Sohkhlet promised the council will open the floor for public input after the bill clears the District Council Affairs Department. He claims traditional heads stay central to the process.
